About PDF line counter
There is no newline character in a PDF page. Text is positioned by coordinates, so the only way to know a line exists is to notice that several glyph runs share roughly the same vertical baseline. This tool groups text runs by their Y coordinate with a tolerance derived from the dominant font size on the page — roughly a third of the leading — so superscripts, subscripts and inline footnote markers stay on the line they belong to instead of each becoming a line of their own. Runs that sit on their own baseline become their own line, which is why a heading counts as one line even when it is set in 24 point. The result is a per-page line count plus a document total, and a separate figure for non-empty lines, which is the number that matters for deposition transcripts, screenplay page estimates and anything priced per line.

Limitations worth knowing
Every PDF tool has constraints. Stating them plainly is more useful than discovering them halfway through your work.
- Multi-column pages can merge a left and right column line when their baselines coincide exactly; check a sample page if precision matters.
- Scanned pages have no positioned text, so they count as zero lines until OCR'd.
- Rotated or vertical text does not sit on horizontal baselines and is not counted reliably.

Questions about PDF line counter
Why can't you just count newline characters?
Because a PDF contains none. Line breaks are a visual consequence of where glyph runs were placed, so lines have to be inferred from vertical position.
Does a heading count as a line?
Yes, one line, regardless of its size. It occupies its own baseline, which is exactly how a person reading the page would count it.
Do blank lines count?
They are reported separately. The all-lines figure includes structurally empty lines; the non-empty figure is the one to quote when you are billing per line of text.
Why do two documents with the same words have different line counts?
Line count is a property of layout, not content. Change the page size, margins or font and the same text reflows into a different number of lines.
