Page order in a PDF is defined by its page tree, whose /Kids arrays hold ordered references to pages or branches. This tool organises a document by creating a new PDF and copying pages into it in the requested sequence, along with their content streams, fonts and images. The pages are not rasterised and their images are not re-compressed, so even a 300-page rearrangement does not reduce page-content quality. The result is a rebuilt document, not a byte-identical copy with just one list changed, and document-level bookmarks are not transferred. You describe the result you want as a sequence, which is more precise than it sounds: listing 3, 1, 2 puts the third page first, and anything you do not mention keeps its relative order at the end, so moving two pages to the front of a long report does not mean typing out the rest. What it cannot do is renumber anything printed into the pages themselves, because that text is page content rather than document structure.

Limitations worth knowing
Every PDF tool has constraints. Stating them plainly is more useful than discovering them halfway through your work.
- There is no thumbnail or drag-and-drop view; the order is given as a typed sequence. Open the PDF alongside this page if you need to see what is on each page first.
- Document-level bookmarks are not copied into the output, because it is a new document built from copied pages.
- Printed page numbers inside the page content do not update; add fresh numbering afterwards if the sequence changed.
- Existing digital signatures are invalidated, as with any structural change to a signed document.
How your file is handled
This tool runs entirely inside this browser tab. When you choose a file, your browser reads it from your own disk and hands the bytes to JavaScript running on this page — no network request carries your document anywhere. Questions about organize PDF
Do I have to list every page?
No. List only the pages you want to move to the front, and everything else is appended after them in its original relative order. To bring page 9 to the start of a 40-page file, typing 9 is enough.
Does reorganising reduce quality?
No. Pages and their referenced resources are copied into a new PDF in the requested order, without rasterising pages or re-compressing images. Text stays selectable and image quality is preserved, but document-level bookmarks are not copied.
Can I drag pages around visually?
Not here — the order is entered as a typed sequence such as 3, 1, 2. A thumbnail interface is a genuinely different piece of software and is not being faked with a preview that does not match what gets saved.
What happens to my bookmarks?
Document-level bookmarks are not copied into the output, because it is a new document built from copied pages.
